I do not know what will happen if this mod is used for older or newer versions. You can see the popcap at 500 in the player UI HUD (see picture for visualization). So, I put my hand to it, raising the popcap to 500 by editing all races bps files. I noticed people wanting a popcap mod for Elite Mod for a long time, but it wasn't really available and wasn't up to date. The population upkeep sets in starting at a population of 420 onwards (IIRC).
This mod gives all factions for multiplayer (not Last Stand) a popcap of 500 population for the popular Elite Mod.
